Edison Township Council will vote to approve the final payment for the synthetic turf field improvements at Papaianni Park, marking the completion of a significant project that enhances recreational opportunities for residents.
Resolution R.537-092024 on the agenda for Monday’s meeting authorizes the release of the final contract payment, including retainage, totaling $149,720.06 to Picerno-Giordano Construction, LLC. This brings the total as-built construction cost to $5,038,225.81, significantly higher than the $4,198,541 original contract amount passed with R.154-032023 on March 23rd 2023.
The first change order passed with R.376-062023 was for $96,085. The second change order passed on September 27th 2023 with R.566-0922023 was for $743,599. The staggering 20% cost increase from the original price is a glaring red flag, signaling potential mismanagement and incompetence.
The Township Engineer has certified the completion of the construction work and the receipt of a two-year maintenance bond worth 100% of the final as-built cost. The bond ensures that any defects or issues that arise during the maintenance period will be addressed by the contractor.
The project was initially awarded to Picerno-Giordano Construction, LLC through resolution R.154-032023. Following the Township Engineer’s recommendation, the Council has now formally accepted the project and authorized the release of the performance bond.
